To get onto the list send a message to anguilla-list at offshore.ai (replace " at " with @ - done to avoid spammers) with the subject "subscribe Anguilla". To get off the list send a message with the subject "unsubscribe".
To send a message to everyone on the list just send mail to a anguilla at offshore.ai
To be able to send to people on the list you need to first get on the list and then send email to Vince asking for posting permission. This is also done to stop spammers.
